A2P Authority Stack Preflight helps messaging teams identify which layers of U.S. authority may matter to a program: federal and state law, FCC rules and decisions, carrier and ecosystem policy, sender-registration requirements, industry-specific overlays, and channel-owner or platform rules.
U.S. messaging compliance is not governed by one rulebook. The relevant authority stack changes with the channel, use case, sender path where applicable, recipient jurisdiction, and other program facts. This resource is intended for teams and professionals who need to scope those authorities before registration, launch, review, or expansion.
I created this resource to help cut through the noise and the growing complexity of compliance for U.S. messaging programs. It does not tell you what to do or interpret a rule for your specific facts. It is designed to show you who is making the rules, which authority layers are relevant to the details you select, and where to find the underlying source material.
